The Roads and Transport Authority (RTA) of Dubai has presented a comprehensive plan for the period 2023–2030, outlining 82 projects and activities with a total budget of AED1.6 billion ($436 million).
The primary objective is to bolster the RTA's position as a global leader in digital transformation through efficient data utilisation and the establishment of a 100% flexible and scalable digital infrastructure.
Strategic Goals:
The digital strategy focuses on achieving key milestones, such as enabling 100% fintech-driven mobility, elevating the adoption rate of digital services to 95%, ensuring a 100% digital skill set for RTA employees, and developing 50 use cases in artificial intelligence.
Leadership Perspective:
Mattar Al Tayer, the Director-General and Chairman of the Board of Directors at RTA, emphasised the authority's commitment to embracing modern technologies and digital transformation. He emphasized how Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, and Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, guided the transformation of Dubai into the smartest city in the world.
Phases and Implementation:
The digital strategy will be implemented in four distinct stages over the course of seven years. Around AED466 million worth of seven projects make up the preliminary phase. A total of 62 projects and initiatives totaling AED829 million will be implemented in the first phase. Ten projects totaling AED249 million make up the second phase, while three projects totaling AED100 million make up the third.

- Excellence in asset management
- Innovation and partnerships
Key Metrics:
There are 12 ways to check how well the digital strategy is working. These are the adoption rate of digital services, the smart services happiness index, the compliance with the governance framework for technical systems, the data products index, the cloud computing readiness index, the IoT asset connectivity, the data maturity index, and the digital services provision index.
The comprehensive strategy demonstrates RTA's dedication to offering cutting-edge and high-quality services, enhancing Dubai's competitiveness on the global stage, and abiding by the emirate's leadership's principles of digital transformation.
