Over 1,300 private enterprises in the UAE were penalized for violations of Emiratization requirements between mid-2022 and May 16, 2024, according to the Ministry of Human Resources and Emiratization (Mohre). Penalties for these infractions ranged from 20,000 to 100,000 dirhams.
UAE Imposes Fines on Violating Companies
The Ministry of Human Resources and Emiratisation (Mohre) disclosed that over 1,300 private companies in the UAE faced penalties for breaching Emiratisation regulations between mid-2022 and May 16, 2024. These violations incurred fines ranging from Dh20,000 to Dh100,000 per offense.
Mohre reported that these penalized firms were found to have unlawfully employed 2,170 UAE nationals. As part of Emiratisation initiatives, private enterprises are mandated to incrementally enhance their Emirati workforce by two percent annually, aiming to achieve a minimum of 10 percent by 2026.
Crackdown on Illegal Hiring
Currently, over 97,000 Emiratis are employed across approximately 20,000 private establishments in the UAE, based on data compiled from mid-2022 to May 2024. Regular inspections are conducted to ensure compliance with emigration quotas.
Since the enforcement of regulations, numerous companies have been apprehended for skirting targets through illicit hiring practices. Emiratisation is deemed fraudulent when UAE nationals are employed in nominal roles devoid of genuine responsibilities solely to meet Emiratisation quotas. Some companies engage in the practice of "rehiring" Emiratis to manipulate data.
In addition to substantial fines of up to Dh100,000, offending entities were referred to the Public Prosecution. Some were downgraded to the lowest rating within the Mohre system, while others were mandated to make financial contributions towards Emiratization initiatives. The ministry emphasized its resolute stance against detrimental practices aimed at subverting Emiratization commitments, underscoring its commitment to enforcing the law.
Residents are encouraged to report any infractions of labor regulations by contacting 600590000 or utilizing the Mohre app or website.
Emiratization is not only a government initiative but also a collective responsibility of both employers and citizens. While the government enforces regulations and imposes penalties for non-compliance, it is essential for companies to prioritize the hiring and retention of UAE nationals in meaningful positions. Moreover, citizens can contribute to the success of emancipation by reporting any violations they observe, ensuring transparency and accountability in the workforce. Through collaborative efforts, the UAE aims to create a thriving economy that provides ample opportunities for its citizens while maintaining a diverse and inclusive workforce.
