Indian nationals as well as citizens of the United Arab Emirates are granted Emirates IDs by the Federal Authority for Identity, Citizenship, Customs and Ports Security, or ICP.
All nationals and residents of the UAE are required by law to apply for one and keep it on them at all times. Government and other services are available to Emirates ID holders.
When to Apply for an Emirates ID Card Renewal

The ID card renewal service can be applied for via the ICP website, the ICP app on Google Play, the App Store, Huawei, or an authorized typing center.
In order to supply your biometric information, you might need to go to one of ICP's service centers.
