Saudi Arabia conducted extensive enforcement operations last week, resulting in the arrest of over 13,440 individuals as part of efforts to curb violations related to residency, labor laws, and border security.
The inspection campaigns, spanning from June 14 to June 20, 2024, were carried out nationwide to ensure compliance with regulations governing residency, work permits, and border crossings.
Scope of Violations
During the period, authorities recorded a total of 13,445 violations, categorized as follows:
- 8,763 violations related to residency laws
- 3,230 violations concerning border security
- 1,452 violations related to labor laws
Illegal border crossings
Among those apprehended, 1,063 individuals were caught attempting to illegally enter Saudi Arabia. Of these, 36% were Yemeni nationals, 62% were Ethiopians, and the remaining 2% comprised individuals of other nationalities. Additionally, 66 people were arrested for attempting to leave the Kingdom illegally.
Authorities also apprehended individuals involved in facilitating illegal activities, such as transporting, sheltering, or employing violators. Currently, 22,580 expatriates (21,502 men and 1,078 women) are undergoing legal procedures for violating residency and labor laws. Of these, 15,458 individuals have been detained, with instructions issued for them to contact their respective embassies or consulates for proper travel documentation. Additionally, 1,990 individuals have been directed to finalize departure arrangements, while 8,099 have already been repatriated.
The Ministry of Interior emphasized the severity of these offenses, warning that individuals found aiding illegal border crossings or providing assistance to violators could face penalties of up to 15 years in prison and fines up to SR1 million ($267,000). Furthermore, vehicles used for transportation or residences used for sheltering may be seized.
Public awareness and reporting
In response to these activities, the ministry urged the public to report any violations through designated emergency numbers. Residents in Makkah, Riyadh, and the Eastern regions were advised to call 911, while those in other parts of Saudi Arabia could contact 999 or 996.
