The Roads and Transport Authority (RTA) in Dubai has introduced a groundbreaking initiative designed to extend the lifespan of vehicles used by car rental companies.
Current Regulations and the Extension Program
This innovative program is set to significantly impact the rental business by allowing companies to maximize the utilization of their fleet. Initially, the focus will be on light vehicles registered within the emirate, with plans to expand to other vehicle categories in future phases.
Abdulla Yousef Al Ali, CEO of the RTA Licensing Agency, emphasized that the service is entirely optional for car rental companies operating in Dubai. This flexibility allows businesses to choose whether or not to participate based on their individual needs and circumstances. The initiative aims to benefit those companies wishing to extend the life of their vehicles through a series of rigorous technical inspections. The RTA's stringent standards and the best international practices serve as benchmarks for these inspections.
Currently, regulations mandate that car rental companies replace manual vehicles after four years and electric vehicles after six years from their manufacture date. However, with the new lifespan extension program, companies can apply for an extension to keep their vehicles in service for a longer period of time. This program provides a structured and straightforward process for companies to follow.
Application Process
To begin the application process, car rental companies must log onto the RTA’s website using their company accounts. They need to review the detailed requirements and information provided, agree to the terms and conditions, and confirm their request with their company data. This initial step ensures that all participating companies fully understand the criteria and commitments involved in the lifespan extension process.
Once the application is submitted, companies must select the vehicles that have reached their maximum lifespan according to current regulations. They then choose an appropriate service center as well as a convenient date and time for the lifespan extension test. Upon confirming these details, companies will receive an email with the booking confirmation.
On the day of the appointment, the vehicle must undergo a lifespan extension inspection at the chosen service center. This involves completing the payment for the inspection and proceeding with the vehicle test. If the vehicle passes the inspection, the company must then apply for the standard technical traffic safety test to renew the vehicle’s registration. This follow-up test must be completed within 30 days of receiving the Life Extension Inspection Certificate to ensure that the vehicle continues to meet all safety and operational standards.
However, if a vehicle fails the initial lifespan extension test, the company is required to undertake the necessary technical repairs and improvements. The RTA allows companies to retake the test up to three times, providing ample opportunity to address any issues and achieve compliance. This process ensures that only vehicles meeting the highest safety standards are granted an extension, thereby maintaining the overall safety and reliability of rental fleets.
The development of this program is the result of extensive technical studies and field surveys conducted by the RTA. By launching the service extension for car rental companies as the first phase, the RTA demonstrates its commitment to supporting the industry while ensuring road safety.
