The United Arab Emirates (UAE) has recently implemented stringent measures to enforce emiratization rules in the private sector, with fines of up to AED100,000 ($27,200) for companies found in violation.

The Ministry of Human Resources and Emiratisation (MoHRE) has disclosed that a staggering 1,379 private firms have been identified for breaching these regulations.
In a statement released on social media, the MoHRE highlighted that these companies had engaged in illicit practices to sidestep Emiratization targets, including the recruitment of 2,170 UAE nationals through fraudulent means. The period under scrutiny spans from mid-2022 to May 16, 2024. The ministry has underscored its commitment to curbing such deceptive tactics, affirming that any actions undermining emancipation endeavors would be met with strict legal repercussions.
Firm Actions Against Violations
The MoHRE has provided clarity on the punitive measures imposed on violators, which include fines ranging from AED20,000 ($5,400) to AED100,000 ($27,200) per infringement. Depending on the severity of the offense, offending companies may also be referred to the Public Prosecution and classified at the lowest level within the MoHRE's system. Additionally, they are mandated to fulfill Emiratisation financial obligations and meet the stipulated Emiratisation targets.
Emiratization rules are applicable to companies meeting specific criteria in terms of size and industry. These regulations mandate the recruitment of Emirati citizens or else face administrative penalties and fines. The MoHRE has urged the public to report any instances of non-compliance with Emiratization policies through its dedicated call center at 600 590 000.
